Maryland Psychiatric Society Website Design Specifications

The Maryland Psychiatric Society (MPS) seeks to have qualified companies bid on a redesign of its existing website www.mdpsych.org.
The primary function of the MPS website is for the use of its Members; however, it also serves the public through access to Find a Psychiatrist, a popular feature of the current website, and as a link for information and education regarding mental health care.
We are looking for someone to implement an easily modifiable (i.e., by non-coders) Content Management System (e.g., Drupal) on a host server (we are currently on a Windows host server but could easily switch to Unix if needed). Preference will be given to non-proprietary, secure, open source solutions which already have a large user base and a large base of developers.
The specification requirements include:
1) Name
2) Mailing or personal address and phone number
3) Business address, phone number, email address, and website info
4) Insurance preferences
5) Specialty preferences
6) Member specific comments or patient information
7) Practice status information (currently accepting patients)
8) Language spoken
9) Optional image
1) Several access levels depending on administrator clearances
2) A Members’ Bulletin Board function (e.g., phpBB)
3) Separate sections for each of various Committees and for the Council and Executive Committee, and contain minutes of meetings and various resource documents
4) Copies of the quarterly, The Maryland Psychiatrist, and the monthly MPS News
5) A section for the MPS Foundation (sister organization)
6) A section for the MPPAC (sister organization)
7) A Resources section, containing things like CMS fee schedules and links to other state and national organizations and other resources
8) A meeting Calendar
9) A Polling function so that we can easily do surveys of our members
10) A Search function, which would allow a keyword search of either the Members-only section or of the entire site

1) Member account maintenance
a. Control member access to site and privilege level
b. Edit and track changes to member information
2) Site maintenance functions include the following:
a. Allow for document uploads
b. Review and approve member-submitted content
c. Edit and update calendar event information including events which turn on and off based on date
d. Maintain and update officers and committee members page
e. Maintain MPS Vision and Constitution/Bylaws page
f. Maintain Maryland Psychiatrist page
g. Maintain Find a Psychiatrist (public and private access levels). Private access would allow for individual psychiatrist to update data. Public access would allow a Search feature within a certain radius (miles) and based on selected Member characteristics
h. Maintain legislative links page (to edit and update links to outside sites—must have controlled access for administrator and Legislative Committee Chairs). Have a member access level and a public access level for education and advocacy
i. Maintain Resources page (to edit and update links to outside sites- must be administrator owned). Private member access and a public access for education and phone numbers for emergency services, pro bono services, Mental Hygiene Administration, NAMI, Mental Health Coalition and other mental health professionals. Function to allow a member or public visitor to suggest a link to the administrator.
3) Document management and downloads
a. Includes a Document module to manage the site-wide document directory
b. Document management module will allow administrator to specify category of document (MPS News, The Maryland Psychiatrist, etc.)
c. Administrator will have ability to create and update document categories
4) Notifications
a. Administrator notification of updates to member accounts
b. Administrator notification of content submitted by members
5) Dynamic news content, with social networking functions which drive traffic back to the site frequently. There will be two News areas – a public area which will be included on the index page, and a members-only area:
a. Includes dedicated space for public information items, event calendar, and member-provided content
b. Administrator will have ability to manage content submitted by members
c. Capability for members-level sorting function, so content can be displayed based on content age, number of views, or rating
d. Capability for member-contributed content to be rated by other members, for the number of views to be displayed, for other members to add comments, and to be able to see all content authored by a given member
e. Sidebar modules for lists of : Most viewed, Highest rated, Recent comments, and RSS news feeds
f. Members may subscribe to other members content (via email), so that whenever a particular member posts new content, that member’s subscribers receive an email notice
g. Capability to subscribe to a specific piece if content, so that email is sent to notify the subscriber that someone has commented on a particular item.
h. Content can be tagged with keywords chosen by the author and modifiable by the administrator
Bids will be accepted through July 31, 2007.
Bids must include at least three references which we may contact.
Bids must also include at least five examples of similar sites which you have developed or significantly contributed to.
Include post-development support options and terms.
